If you want to make a collage to post on Instagram, you can easily use Layout, its sister app, to do just that. However, it's not possible at this time to make collages directly in the Instagram app. When you tap the Layout button on Instagram, you're sent to the Layout app itself. But that seems to be changing, as Instagram is testing Layout functionality for its Stories feature.
We know about the upcoming update to the Stories camera thanks to Jane Manchun Wong, a known feature-finder in the mobile app world. She dug into the Instagram app's code behind the scenes and found it and other features such as notification filters for the Activity screen, comment sharing, and more Boomerang options.

So, what can you expect from Layout in Instagram stories? According to Wong, there will be six layouts to choose from. When you pick one of these collage grids, you'll have the option to add photos from either the Stories camera or your iPhone or Android device's camera roll. While Wong doesn't specify, it seems safe to assume collages will have access to the story editor's slew of features, including text, stickers, GIFs, drawing, etc.
Wong even created interactive previews for each of the six layouts Instagram is working on that you can test out. You can view them on her site to get a better sense of what these grids look like, and how you could use them when they become available.
When will we see this in-app Layout integration? We can't say for sure. According to Wong:
There [have] been several refinements with Layout for Stories and it seems the feature is ready to be released.
So, theoretically, we could see this release from Instagram any day now, especially since Wong reported the feature on Aug. 15. Until we hear from Instagram directly, we'll just need to wait and see.
